| 1.1 | Establishment of the Republic of United Ireland | |
| Reflecting the will of the citizens, provinces and states of Ireland to build a common future, this Constitution establishes the Republic of United Ireland, in which the history of conflict and enmity may be formally ended and Ireland once more united as one land under one constitution and independent government. The Nation shall coordinate the policies by which these societies aim to achieve these objectives, and shall exercise on a Community basis the competencies they confer on it. |

| This constitution provides a written system of statements, definitions and knowledge by which other more detailed systems might be related. |

| This constitution provide a roadmap in the balance of the needs and wants of members as well as the scarcity of resources. |
