| Article 68-Employment | ||
| 68.1 | Employment | |
| The employment system is the national sum of jobs, workers, corporations, wage rates, conditions and skills that represents the working capital of the Nation. |
||
| It shall remain a primary object of the Nation to ensure full employment for all those citizens who wish and are able to work. |
||
| The management and control of the employment system shall be vested in a statutory authority called the National Employment Agency of the Republic of United Ireland. |
||
| 68.2 | National Director of Employment Systems | |
| The National Director of Employment Systems shall be vested with the sole authority of the good management of the national employment system and the operation of the National Employment Agency. | ||
| The National Director of Employment Systems shall be a direct appointment by employment contract of the President upon approval of Congress for whatever term the President deems is appropriate. | ||
| The role of National Director of Employment Systems of the Nation shall hold the dual position as a member of the Congress with all the privileges and power of the role.The tenure as Congress or is determined by the concurrent tenure as a Director of National Education Systems of the Republic of United Ireland. |
||
| The National Director of Employment Systems of the Republic of United Ireland shall also be a member of the National Board charged with the responsibility of managing the day to day affairs of the Republic of United Ireland. | ||
| As National Director of Employment Systems of the Nation, it is tasked to this person the burden of categorizing and designing the best possible job standards of work and employment for all the citizens of the Republic of United Ireland. It is also the primary responsibility of the National Director of Employment Systems of the Nation to manage the employment codes and employment contract database. | ||
| 68.3 | National Employment Secretariat | |
| The National Employment Secretariat of the Republic of United Ireland shall be responsible for the administrative duties of the National Director of Employment Systems of the Republic of United Ireland and their reports to the National Board and the Congress. |
||
| 68.4 | National Board of Employment Systems of the Republic of United Ireland | |
| To ensure the good conduct of all office bearers and the fulfillment of services consistent with the rules of this constitution a permanent committee known as the National Board of Employment Systems of the Republic of United Ireland shall be established. |
||
| The Chairman of this Board shall be the National Director of Employment Systems of the Republic of United Ireland and the remaining members of the Board shall be the appointed National Directors of Employment Systems of the Republic of United Ireland in the various sovereign nations for which the Nation is established. |
||
| As Chairman of this National Board of Employment Systems, the National Director of National Employment Systems of the Republic of United Ireland shall have the power to set all agendas, date for meetings and minutes of meetings. By this constitution, the National Board of Employment Systems shall meet not less than four (4) times a year. |
||
| Vested by this constitution, the National Board of Employment Systems of the Republic of United Ireland shall have the power to veto the executive orders of the Chairman on a vote of simple majority with each member having one vote. However, the Board shall not have the power to veto motions relating to the payment of expenses and income. |

| 68.5 | National Employment Agency of the Republic of United Ireland | |
| By this constitution, a permanent agency shall be established for the ongoing provision and management of employment services for the Nation. This agency shall be known as the National Employment Agency of the Republic of United Ireland. |
||
| By this constitution the day to day management of the National Employment Agency of the Republic of United Ireland shall be vested in the sole authority of theNational Director of National Employment Systems of the Republic of United Ireland upon the approval of major decisions by the National Board of Employment Systems of the Republic of United Ireland. |
||
| 68.6 | Indexes managed by the National Employment Agency | |
| The National Employment Agency shall be responsible for the administration and compliance to the key Nation indexes relating to employment. These are: |

| 68.7 | Registration of all jobs | |
| It shall be a requirement of all employers to register all jobs whether filled, vacant or planned in the next six months. |
||
| It shall be a requirement of all employers to notify the National employment agency 120 days in advance of the redundancy of any jobs. |
