  Article 78-Security  
78.1 Security  
  The security of the Nation and its assets (people and objects) from both external threats and internal threats is a vital objective.
 
  It shall remain a primary object of the Nation to ensure the proper security of its borders, assets, people from both internal and external threats and perceived threats.
 
  In order to protect the Nation from both internal and external threats, a permanent professional force divided into specialised units shall be in place with sufficient military and logistical capability.  
78.2 National Director of Security Systems  
  The National Director of Security Systems shall be vested with the sole authority of the good management of the national security systems and the operation of the National Security Agency.
 
  The National Director of Security Systems shall be a direct appointment by employment contract of the President upon approval of Congress for whatever term the President deems is appropriate.
 
  The role of National Director of Security Systems shall hold the dual position as a Senator of National Parliament with all the privileges and power of the role.The tenure as Senator is determined by the concurrent tenure as a National Director of Security Systems.
 
  The National Director of Security Systems of the Republic of United Ireland shall also be a member of the National Board charged with the responsibility of managing the day to day affairs of the Republic of United Ireland.  
78.3 National Security Secretariat  
  The National Security Secretariat of the Republic of United Ireland shall be responsible for the administrative duties of the National Director of Security Systems of the Republic of United Ireland and their reports to the National Board and the Congress.
 
78.4 National Board of Security Systems of the Republic of United Ireland  
  To ensure the good conduct of all office bearers and the fulfillment of services consistent with the rules of this constitution a permanent committee known as the National Board of Security Systems of the Republic of United Ireland shall be established.
 
  The Chairman of this Board shall be the National Director of Security Systems of the Republic of United Ireland and the remaining members of the Board shall be the appointed National Directors of Security Systems of the Republic of United Ireland in the various sovereign nations for which the Nation is established.
 
  As Chairman of this National Board of Security Systems, the National Director of National Security Systems of the Republic of United Ireland shall have the power to set all agendas, date for meetings and minutes of meetings. By this constitution, the National Board of Security Systems shall meet not less than four (4) times a year.
 
  Vested by this constitution, the National Board of Security Systems of the Republic of United Ireland shall have the power to veto the executive orders of the Chairman on a vote of simple majority with each member having one vote. However, the Board shall not have the power to veto motions relating to the payment of expenses and income.
 
78.5 National Security Agency  
  By this constitution, a permanent agency shall be established for the ongoing provision and management of building and construction services for the Nation. This agency shall be known as the National Security Agency of the Republic of United Ireland.
 
  By this constitution the day to day management of the National Security Agency of the Republic of United Ireland shall be vested in the sole authority of theNational Director of National Security Systems of the Republic of United Ireland upon the approval of major decisions by the National Board of Security Systems of the Republic of United Ireland.
 
  In turn, the vested authority of the National Security Agency over the security system shall be allocated by specific areas to statutory authorities reporting directly to it.  
  These statutory authorities shall be:  
  Republic of United Ireland Threat Assessment Agency
Republic of United Ireland Intelligence Agency
Republic of United Ireland Threat Response Agency
Republic of United Ireland Assets Protection Agency
Republic of United Ireland Border Protection Agency
