	Article 79-Technology Development & Research
79.1	Technology Development & Research
	The development of ethical and responsible technology remains on of the most important areas for improving the productivity of a society and the quality of life of all citizens.
	It shall remain a primary object of the Nation to encourage, nurture and grow ethical and responsible technology development that adds value to the Nation.
79.2	National Director of National Technology Development & Research Systems
	The National Director of National Technology Development & Research Systems of the Republic of United Ireland shall be vested with the sole authority of the good management of the knowledge system of the Republic of United Ireland and the operation of the National Technology Development & Research Agency of the Republic of United Ireland.
	The National Director of National Technology Development & Research Systems of the Republic of United Ireland shall be a direct appointment by employment contract of The President upon approval of the Congress for whatever term The President deems is appropriate.
	The role of National Director of National Technology Development & Research Systems of the Republic of United Ireland shall hold the dual position as a member of the Congress with all the privileges and power of the role.The tenure as Congress or is determined by the concurrent tenure as a National Director of National Technology Development & Research Systems of the Republic of United Ireland of the Republic of United Ireland.
	The National Director of National Technology Development & Research Systems of the Republic of United Ireland shall also be a member of the National Board charged with the responsibility of managing the day to day affairs of the Republic of United Ireland.
79.3	National Technology Development & Research Secretariat
	The National Technology Research & Development Secretariat of the Republic of United Ireland shall be responsible for the administrative duties of the National Director of National Technology Development & Research Systems of the Republic of United Ireland and their reports to the National Board and the Congress.
79.4	National Board of Technology Systems of the Republic of United Ireland
	To ensure the good conduct of all office bearers and the fulfillment of services consistent with the rules of this constitution a permanent committee known as the National Board of Technology Development & Research Systems of the Republic of United Ireland shall be established.
	The Chairman of this Board shall be the National Director of Technology Development & Research Systems of the Republic of United Ireland and the remaining members of the Board shall be the appointed National Directors of Technology Development & Research Systems of the Republic of United Ireland in the various sovereign nations for which the Nation is established.
	As Chairman of this National Board of Technology Development & Research Systems, the National Director of National Technology Development & Research Systems of the Republic of United Ireland shall have the power to set all agendas, date for meetings and minutes of meetings. By this constitution, the National Board of Technology Development & Research Systems shall meet not less than four (4) times a year.
	Vested by this constitution, the National Board of Technology Development & Research Systems of the Republic of United Ireland shall have the power to veto the executive orders of the Chairman on a vote of simple majority with each member having one vote. However, the Board shall not have the power to veto motions relating to the payment of expenses and income.
79.5	National Technology Development & Research Agency of the Republic of United Ireland
	By this constitution, a permanent agency shall be established for the ongoing provision and management of technology development and research services for the Nation. This agency shall be known as the National Technology Development & Research Agency of the Republic of United Ireland.
	By this constitution the day to day management of the National Technology Development & Research Agency of the Republic of United Ireland shall be vested in the sole authority of theNational Director of National Technology Development & Research Systems of the Republic of United Ireland upon the approval of major decisions by the National Board of Technology Development & Research Systems of the Republic of United Ireland.
