8. Systems
 
  Article 82-Welfare  
82.1 Welfare  
  The welfare system is the support network for individuals who are permanently or temporarily unable to generate a direct means of income and individual financial support.
 
  It shall remain a primary object of the Nation that no citizen shall be discarded and permitted to starve or die from lack of care or support.
 
82.2 National Director of National Welfare Systems  
  The National Director of Welfare Systems shall be vested with the sole authority of the good management of the knowledge system of the Republic of United Ireland and the operation of the National Welfare Agency of the Republic of United Ireland.
 
  The National Director of Welfare Systems shall be a direct appointment by employment contract of The President upon approval of the Congress for whatever term The President deems is appropriate.
 
  The role of National Director of Welfare System of the Nation shall hold the dual position as a member of the Congress with all the privileges and power of the role.The tenure as Congress or is determined by the concurrent tenure as a National Director of Welfare System of the Nation of the Republic of United Ireland.
 
  The National Director of Welfare System of the Republic of United Ireland shall also be a member of the National Board charged with the responsibility of managing the day to day affairs of the Republic of United Ireland.  
82.3 National Welfare Secretariat  
  The National Welfare Secretariat of the Republic of United Ireland shall be responsible for the administrative duties of the National Director of Welfare System of the Republic of United Ireland and their reports to the National Board and the Congress.
 
82.4 National Board of Welfare Systems of the Republic of United Ireland  
  To ensure the good conduct of all office bearers and the fulfillment of services consistent with the rules of this constitution a permanent committee known as the National Board of Welfare Systems of the Republic of United Ireland shall be established.
 
  The Chairman of this Board shall be the National Director of Welfare Systems of the Republic of United Ireland and the remaining members of the Board shall be the appointed National Directors of Welfare Systems of the Republic of United Ireland in the various sovereign nations for which the Nation is established.
 
  As Chairman of this National Board of Welfare Systems, the National Director of National Welfare Systems of the Republic of United Ireland shall have the power to set all agendas, date for meetings and minutes of meetings. By this constitution, the National Board of Welfare Systems shall meet not less than four (4) times a year.
 
  Vested by this constitution, the National Board of Welfare Systems of the Republic of United Ireland shall have the power to veto the executive orders of the Chairman on a vote of simple majority with each member having one vote. However, the Board shall not have the power to veto motions relating to the payment of expenses and income.
 
82.5 National Justice Agency of the Republic of United Ireland  
  By this constitution, a permanent agency shall be established for the ongoing provision and management of welfare services for the Nation. This agency shall be known as the National Welfare Agency of the Republic of United Ireland.
 
  By this constitution the day to day management of the National Welfare Agency of the Republic of United Ireland shall be vested in the sole authority of theNational Director of National Welfare Systems of the Republic of United Ireland upon the approval of major decisions by the National Board of Welfare Systems of the Republic of United Ireland.
