| The method of voting shall be by secret ballot either by paper or secure digital means with the process independently observed and managed by a statutory authority. This authority shall be called the National Electoral Commission and shall be charged with the responsibility and authority to ensure free and fair secret ballot elections are conducted across the nation wherever a call to vote is required. | ||
